peugeot 106 high emissions

hi every one

i have a problem with a peugeot 106 1.1 idependence 2001 just got the car back from m.o.t today ands its failed on emissions,Ive been advised on a new 02 sensor or cat needed,Ive had a look at it tonight and in live data it has no volts on upstream or downstream sensor using ethos scanner and no codes stored,Ive checked for volts at the upstream sensor and on all 4 wires the volts are going up and down fast from 0.8 - 16v. i am not sure on what fuse the o2 sensors use as my diagram says its f11 but i have no fuse or wires at f11

I think you need to double check you equipment. Scope the sensor.

unfortunately i don't have a scope and basic equipment scanner will only work on eobd

check for an exhaust blow,even a slight one will send the lambda readings out

no CO2 or HC or o2 Then ah well can't help.
